Rehabilitation of Damaged Water Supply, Sanitation Facilities and Hygiene in Three Flood Affected Union Councils of District Shangla

The project was designed to rehabilitate the water and sanitation facilities of the flood-affected people of district Shangla, Khyber-Pakhtunkhwa (KPK) province by contributing to the improvement of water supply situation, sanitation and hygiene. The project operated in three Union Councils (Opal, Kuzkana and Dhamori) of district Shangla. The focuse of the project was on raising awareness of the local communities on use of safe water, latrines and practicing personal hygiene.

Beneficiaries:
Haashar conducted meetings with district Government, line agencies and community of Shangla and collected beneficiaries/ flood affected people detail. Below the number of beneficiary families/UC is given.

According to PIP, the statistics of beneficiaries identified and planned are 2380. These 2380 beneficiaries belong to three UCs of District Shangla, Tehsil Alpuri, namely DomoraiKuzkana and Opal. The aforementioned three UCs were for the most part affected areas here in Shangla where there casualties range to more than fifty. The number of damages and destruction is far more massive in the area.
The composed data illustrate that the whole population intervened through the activities is Sixteen thousand six hundred and sixty (16660).
Beneficiaries selection criteria was that affected by flood directly and loss of life or infrastructure available data with district Govt. and verified by local community.
All the three union councils are remote and un-attractive areas of district Shangla. This part of district is almost a corner area away from it's headquarter and mostly hilly and steep slope area severely affected by a stream which caused flood in the area.

2: Baseline data:

Need assessment in Shangla included field visits to the affected villages, discussion and interviews with affectees, FGDs and meetings with DCO and other NGO officials and line departments. Different PRA techniques (SSI, focus group discussions, transects walks etc) were used for the collection of data. The surveyors used stratified random sampling technique for data collection from the respondents.
Data was collected at both tiers i.e. primary and secondary. DWSS, sanitation facilities, hygiene education/kits and rehabilitation of infrastructure were found as the prime needs of the flood affectees.
As per needs assessment following are the affected families whose houses have been completely damaged and required the assistance to rebuild/reconstruct WASH facilities.

Haashar rehabilitated 17 DWSS along with provision of material for 70 damaged/washed away household latrines in three union councils. This is a considerable danger to environment and public health. HaasharAssociation is in strong coordination with all the relevant stakeholders including (Distt. Admin, Planning Deptt, C & W, and TMA) and wash cluster. Haashar staff regularly attended the working group and district coordination meetings in which the rehabilitation plan was very much highlighted by the district administration.

WASH Hygiene Education

Under this   outcome, WASH Hygiene Education has been demonstrated to 50% flood affected men   population through hygiene sessions. Hygiene sessions have been delivered in 17 CBOs by field officers including personal, domestic and environmental hygiene.  1536 participants (Men) have been educated through these sessions and women could not be approached as society is conservative and unavailability of female staff.  As most of the area is not accessible and basic facilities are not furnished and hygiene conditions are very poor of the area.
Appropriate use of water and proper/ safe storage was also demonstrated during hygiene sessions in 17 CBOs. In domestic hygiene water usage plays an important role.  The participants were also delivered personal hygiene education including the hands washing habits, usage of soaps nail cutting etc.
Provision of Hygiene Kits
2380 Hygiene kits distributed in 17 villages of three union councils of Shangla district having soap, towel, hygiene cloth and bag. All kits were handed over to men members of CBOs except CBO Karora with basic knowledge for dissemination to other family members. Kits were delivered to all flood affected people in working area. List of flood affectees was collected from CBO concerned and verified by Field staff (Field Officers and Field Engineer) physically at household level. A selection criterion for latrine package was;
i-    Directly flood affectee
ii-    Infrastructure damaged(fully or partially)
iii-    Life loss
iv-    Disability
v-    No latrine facility already available
Under this sector 70 flood affectees were identified and verified for the provision material for construction of permanent latrines. This identification took a lot of time for proper and accurate beneficiaries in three affected union councils.  ToPs signed with the beneficiaries and material provided to each beneficiary as per provision of the proposal i.e.  Cement, P-Tripe, Sanitation Pipe, Sanitation Pipe, Steel Door, Tee, W C and Ventilator. Latrine construction is permanent structures.
